I have customers who order online, but come to pick up their order in person. How would I set shipping so that certain zip codes do not pay shipping, but everyone else does on a sliding scale?

Also, is there a way to add a note field to the shopping cart?

It's not available in WUSPSC, but there is lots of feature who are available on paypal website.
Use PayPal for shipping and Check on paypal setting.
